The Hospital and Home Tuition Service (HHTS)
Local authorities must arrange suitable full-time education for children of compulsory school age who, because of physical or mental health illness, would not receive suitable education without such provision. The Hospital and Home Tuition Service (HHTS) at WCLC provides the first 5 hours of this provision and caters for young people aged between 7 and 16 who are unable to attend mainstream education due to a medical condition, meeting the following criteria:
- Absence from mainstream school for a period of 15 days, or more, as a result of a medical condition
- Absence from mainstream school for long and recurring periods, as a result of a medical condition
A young person will be referred to our service by their mainstream school, with the support of a medical professional (consultant level). HHTS is never intended as a long term provision.
The main aim of our service is to ensure that young people are able to continue with their education and return to their mainstream school as soon as they are able to. The placement will be dual registration, initially for a period of six weeks, following which a review will take place to assess ongoing needs.
Students will be taught in either small groups or 1:1, according to medical need. This small group situation enables students to receive individual support in a calm and purposeful environment. Tuition takes place in our Centre or in pupil homes, depending upon medical requirements.

How to make a referral
- Please refer to the Hospital & Home Tuition Service LA Policy to ensure that the pupil meets the criteria for a referral
- Referrals should be made using the WCLC Passport and supported by a consultant’s referral
- The Consultant Referral form may be completed by a CAMHS Practitioner, Community Paediatrician / Clinical Psychologist. This form will be not be considered if completed by a GP, member of school staff or parent
- Read the Hospital and Home Tuition Service Checklist and ensure that you have all of the required evidence, any missing documentation will lead to a delay in processing the referral
Please note that an Early Help Assessment (EHA) must be registered and have been subject to 3 reviews.
- HHTS will ask for an invitation to attend the next Early Help meeting for the family of the pupil. If an immediate action is required, school are to arrange an Early Help meeting with the family as soon as possible.
Curriculum
The curriculum is determined by the mainstream school, wherever possible. This will be differentiated to meet the needs of the individual child. When provision is limited to a shorter period of time, the curriculum will focus on key literacy and numeracy skills. The approach depends upon the individual needs of the student. In Year 11, we will work to support the student to gain GCSEs, usually Maths and English, at the request of their school. For students in different years, we aim to keep them up to speed with the curriculum of the main school to make reintegration as easy as possible.
